Japanese thumbnails

Came across this line in an article today which I thought was 
interesting: "Any images hosted by Google are thumbnails, and a federal 
appeals court ruled that the usage of thumbnails does not constitute a 
copyright violation."  Any such ruling in Japan?  Any court cases, 
where websites have been sued for using thumbnail-sized images of 
Japanese movie stills?
