Apart from A Page of Madness, all the screenings are at the FC and only 
open to registered participants of the Congress (and registration was 
not cheap). I don't how the FC publicized the Congress, but given that 
it is centered on FIAF members, I think they only sent out notices to 
select non-FiAF members.

As for Tochigi-san's talk, I'm afraid I missed it (too much of a 
backlog of work!).
