Fair Use

I think the answer depends on where are you using them.

In the US (outside of festivals and schools), posters and dvd sleeves are
fair use if they are reduced quality, screenshots are also fine (you can use
up to 30 seconds of footage, i believe). My books from film school are
filled with scans of these things and I know for certain that they didn't
pay for their use.
