I guess you mean the film "Subarashii jokikikansha". This is a documentary released in October 1970 directed by Takabayashi Yoichi, who (as his fellow-director Jissoji Akio) was a well-known fan of steam locomotives (he has directed half a dozen films about steam locomotives). The film was shot at a time when steam locomotives were largely replaced by electric trains and shows all (remaining) steam locomotives in Japan. The music of the, by the way, was composed by Obayashi Nobuhiko, who together with Takabayashi Yoichi was hailed in the 1960s as star of "private films" (e.g. amateur 8mm films). In Japan "Subarashii jokikikansha" was released on DVD by Kinokuniya in 2006.
