Well, you need a Yahoo Japan account, but you should contact the seller and 
ask him if he will ship overseas. I have done that on an occasion without a 
problem.  Not sure about the stipluation about being in Japan, but I think 
Yahoo Japan may require a Japanese address to register (I don't remember).
