Fascinating topic. It is also interesting if we shift our focus from the US
reception of Japanese anime to an intra-Japanese politics of races in
animation.

First, with regards to the already international or pan-ethnic appearance of
anime characters, we should not forget that many works see these cultural
mishmash precisely as the characteristics of Japan.
Dragon ball series, for instance, feature characters from across the galaxy,
but the stories also show details of Japanese/Chinese culture. This is to
say that despite the mishmash of different races and cultures, Dragon Ball
world is decidedly a Japanese world.

Two more cases that might further our discussion might be:
a) Michael Arias' *Tekkonkinkreet *which depicts a Tokyo-like megalopolis.
The city appears like Paris when shown as a bird's-eye-view, but the details
of the cityscape appears like a mixture of Osaka's Minami and Tokyo's
shitamachi. The villains are clearly racialized as non-Japanese
(French-looking developer and his Chinese-looking assassins). Here the
racialization of characters seems more deliberate and meaningful.

b) Yamano Sharin's manga *Ken Kanryu *also gives its characters different
racial features for a specific goal.
As many have pointed out, Yamano shows Japanese characters with
stereotypically white features such as light hair and eye color while
showing (Zainichi) Korean characters with not only the stereotypical Korean
(or Chosen) features such as high cheekbones, but with general Asian
features such as narrow eyes, large faces, and dark hair (these features are
appropriation of Western stereotpyes of Asians).
