I would second Jonathan's vote for "Cruel Stories of Youth", but if  
you want a film that is more specifically about the ANPO-tôsô, another  
candidate would be Shinoda's "Kawaita mizuumi".

To my knowledge, it was the first studio feature to address the  
student movement and the security treaty battles, it has a nihilistic  
protagonist who idolizes power, story written by Terayama, and it also  
explores the (still topical?) theme of terrorism. Stylistically, it's  
not very experimental, and should be pretty watchable for a general  
audience. I'm pretty sure the Japan Foundation has a copy with  
subtitles.
