for a media center?

Yes, I suppose a case could be made that the 2.2% increase in the 2009  
defense budget to 4.8 trillion yen will go further to combat poverty  
and improve the birth rate, especially that 17.8 billion yen earmarked  
for military hardware upgrades, like bullet-proof panels for CH-47  
cargo helicopters.

Meanwhile, the existing NFC at Kyobashi evidently doesn't have budget  
to provide a flatbed 35mm viewer that film researchers could use. Too  
expensive? Here's one for sale on eBay, starting bid at one dollar:
