I think the internet challenges the commodification of culture(s), be it in
the distinction between mass and popular culture (if there even is one in
this case) due to the form fan blogs of "various levels of seriousness and
breadth" take. This is evident in any language (your caveat not to assume a
universal situation is spot on, but then there are the ever growing
references to wikipedia), perhaps moreso in Japan? Without a formal academic
body are fan discussions the final authority?
