No, it's not. When I lived in Kyoto we were offered free tickets to 
religious anime, probably also Kofuku no Kagaku, playing at one of the 
regular cinemas. Just an hour ago I happened to be in a small bookstore 
opposite of Shinanomachi Station, where one fourth was reserved for Soka 
Gakkai publications, amongst which one shelf of Ikeda Daisaku's Ningen 
Kakumei in manga format. Religious institutions, political parties and 
local community offices are very much aware of the fact that manga-ish 
PR nowadays works best.
