Dear Jordan, 
On the question whether there was an alternative, Japanese-speaking cast: if there had been, you could rely on members on this list knowing of it. Dubbing is much more within the Hong Kong culture. For example, in LUNG Kong's 1974 Hiroshima 28/ Guang dao 28, (shown recently at Udine) the Japanese family was acted by Hong Kong actors (either Cantonese or Mandarin), who were then dubbed by Mandarin voice-actors. 
That I have this detail is due to the Hong Kong film archive, who are very helpful. 

On more information in English on Nikkatsu action films: beyond the bibliography (in the Tauris book, not the Udine book), you could look up specific directors in the Midnight Eye Guide to New Japanese Film , or Alex Jacoby's Critical Handbook of Japanese Film Directors .

i remember reading that the it was the first option (the leading role being either Jimmy Wang Yu or a japanese actor). Dear KJ folks, 

I'm passing along a question from a colleague in Chinese film, whose question I'm afraid I didn't have much of an answer for. 

He was asking about spy films in Japan during the Cold War, or more broadly speaking, the developing supergenre of ‘action’ films. He's read Mark Schilling’s No Borders, No Limits on Nikkatsu action films, but is wondering what else in English is worth reading on the Nikkatsu action films. 

He is also wondering about a Shaw Brothers – Nikkatsu coproduction: Asia Pol (dir. Akinori Matsuo, 1966). We have the Shaw DVD, with Chinese dialogue, at UCLA. It seems there was also a Japanese-language release, either a parallel version filmed simultaneously with alternate (Japanese-speaking) cast, or simply a dubbed version. Anyone know if the Japanese version is available anywhere? (Or: where should he might look?)
