The description in Worldcat (below), Columbia and the LOC all have it a serial, but they only appear to have 1957 and none list an end date for the run.  I suspect that they started publishing it and it turned into something else or they gave up.

Jiji Tsushinsha is given as the author, although this of course is the publisher's name.
