Dear Hal,
Holdings of Image Forum magazine are sketchy, but as Dr. Nornes mentioned,
Worldcat is your best source. The early issues are the hardest to come by,
so I usually use CiNii to locate holdings of those early issues in Japanese
libraries. You can still find copies of early issues in a few used
bookstores in Jinbocho, too, if you know a particular issue is critical to
your research.
To see Idemitsu's work you really have to reach out to her studio, listed
on her website. It may take some time for a response as they are rather
busy and require direct permission from her for releasing any materials for
viewing.
As for writings on her, try exhibition catalogues in both English and
Japanese, as well as subsections of chapters in a handful of books. There
are also her own books (some of which are even translated), and on Art
Platform Japan there is a translation I did of an early 1980s essay of hers
(https://artplatform.go.jp/resources/readings/R202103). There are some
texts and dissertations in-progress that address her work in some capacity
(likely both some in English and some in Japanese if everyone's projects
move forward), but it may be some time for those to come out. The other
thing to be aware of is that some people writing about her may move more in
fine arts circles than film circles, so you should check in both
communities.
Good luck as you develop your research!
Best,
Nina
