Hello Dan,
I am inclined to think that the photo caption regarding the fog is one of those exaggerations found at the time in written media about films, especially foreign film.Fog in early film always had very specific functions to relate the exotic (Chinatown, I am guessing in Yokohama) and the foreignness of the port and its unforeseeable dangers.Shochiku's laconic website lists the film:https://www.shochiku.co.jp/cinema/database/00611/
Suzuki's Japanese Wiki shows a certain amount of activity in the mid 1950s for Toei:https://ja.wikipedia.org/wiki/%E9%88%B4%E6%9C%A8%E9%87%8D%E5%90%89I am attaching a clip from (probably) KineJun where you can see another still, no fog present, and a synopsis.

That still is breathtaking. I wonder if the film is extant. The Film Archive doesn’t have it in their database. Maybe Shochiku has it. But you’d have to ask. I notice Ozu’s screenwriter Noda Kogo wrote the script, so it could be that is available at the Noda Kogo archive up in his old mountain getaway in Tateshina.
I think most of Suzuki’s early work is lost. Here is what the NFAJ has.

Someone on social media tells me JA.wikipedia says this is 霧の中の灯 (Light/Lamp in the Fog, 1926, Shochiku studio) [Google translate says "Kiri no naka no akari" = A LIGHT IN THE MIST. Thanks to "sae z. utte" on BlueSky.
Elsewhere in the journal, director "J. Shige Sudzuky" [Shigeyoshi Suzuki] is identified as a prolific Japanese filmmaker, who had directed some 30 films by then, often 'experimental' in style. Sudzuky wrote some articles for Close Up about Japan's movie industry in the late 20s and early 1930s. And the journal published a dozen or more images he supplied it from his own films. One said to be produced in Japan for Universal.
The journal illustrated Andor Krazna-Krausz's 1932 book review of Rudolph Arnheim's Film als Kunst exclusively with frames from Sudzuky 'avantgardefilms,' including one titled Jazz and Love. The review does not refer to him or any of his films, or even to Japan.
The only Suzuki's silent film I find much about in English is What Made Her Do It? (何が彼女をそうさせたか, Nani ga kanojo o sō saseta ka) 1930. That one is viewable. Are any other Suzuki silents availabe? Thanks for any leads.
