USDA regulates zoos. the rules are very firm. Some of them, as applied 
to insect collections, are perhaps not useful (or are misunderstood). As 
more people create naturalistic insectariums, the rules will change. 
Meanwhile, if your collection is free-flying, you can't very well go 
wrong. The bugs can opt out. 
Of course this restricts you to local bugs. If you have the resources to 
play with tropicals and such, you also have your experts at hand to 
guide you.
