Are Monarch Butterfly Populations Rising?

I'm in central Massachusetts, and I have also (subjectively) noticed that
monarchs are "up" this year.  Last summer I didn't even see any larvae, and
I usually stumble on a few just by chance.  My understanding is that
numbers have been down for the past couple of years.
