O.K.  Here's a question for you:  How many countries requiring permits to
collect insects would grant me a permit to remove a handful of Leps if I agree
to provide detailed records of what I saw and captured to the _authorities_? 
Any inspection, which we have to assume will occur anyway, would simply verify
that I had obtained such a permit, and that I wasn't smuggling a ridiculous
number of specimens out of the country.  That's all I want.  But what I've
found is that I need to be affiliated with some _official_ institution to be
considered legitimate.  Boooo.  Hisssssss.
