You are quite right regarding the Pacific Northwest.  I guess the problem is a
definition of the Pacific Northwest, and you are right that the PNW does not
end at the Cascades.  Yet it seems your interpretation of the PNW is anything
WEST of the Continental Divide, since you are including western Montana. But I
think you will be hard pressed to consider western Montana part of the PNW.

You are also being presumptuous to say that CA monarchs (or their progeny) make
it to Montana or vice versa.  

We actually had quite a stormy winter last winter with the El Nino.  What does
that mean?
