Webster's New Riverside University Dictionary:

Conservation:
1.  The act or process of conserving.
2.  Controlled use and systematic protection of natural resources, as
forests and waterways.

Conservationist:
An advocate of conservation of natural resources.

The USDA permits act as a control device to prevent release of
non-indigenous species in any state.  Even if you want to stretch it
(butterflies are not forests or waterways) then butterflies as a natural
resource, are being protected and their usage controlled by USDA permits.
I advocate protection and control of these "natural resources" through the
use of agency permits for shipping.  

Therefore, I am a conservationist.  
I am also a butterfly breeder.
