Travel restrictions

It was a beautiful afternoon in NJ and the butterflies (Cabbage Whites, 
Sulfurs, Sachems) were jumping.  Too nice to be at a computer.

Human Travel has often been restricted to prevent disease importation. 
However, the mechanisms for quarantine are largely being abandoned. 
Restricting animal movements doesn't seem very radical to me. It's 
actually quite difficult to travel internationally with pets (legally 
that is).
