jutta vs balderi

Recently I have become aware of 3 publications that put forward the view
that Oeneis jutta does not occur in North America and (assuming that we have
only one species in what we have been calling jutta) that the oldest
available name for NA is balderi.  After scratching my head for a while I
realized that I could not remember a single publication that explains why I
should use the name jutta for our NA butterflies. If anyone knows of a
citation that rationalizes use of jutta in NA please drop me a line. Thanks.
