I continue to see maps of states with the counties outlined. You record a 
mark in the county for a record. I assume this is a program. Does anyone
know 
where to get this program or the maps?

For PC based mapping software have a look at the DMAP package.  It comes
from the UK but you can generate maps for any area / country.
