Government and habitat

I can see accountability produce something like the medical insureance tangle,
where officials are afraid of any act that offends the money, and doctors are
afraid of being sued. The Money won't move because action requires an economic
temper, which is a trait of the non- rich. So once again, it's up to us fanatics
to save the world! (sigh, didn't we just do this?)
