Red-banded Hairstreak?

I would like to report this butterfly to the USGS Butterflies of North
America site, if it is actually a red-banded hairstreak.  Their site says I
need confirmation from an expert prior to submitting the photo.

Do you think this is the correct name?  When it flew, I saw a beautiful blue
color on the back.
