Whats this?

This does look like a Tipulid (crane fly) with unexpanded wings but, there
is also a wingless Mecoptera (Scorpion fly) species that occurs near the Bay
area that looks like this as well.  I collected a few along the American
River back in my college days.  I just can't tell well enough from the
picture to be sure.
