The exotic Buddleja species are not pests here in North Carolina, though
they do rarely escape from cultivation (I have seen a couple of
seedlings sprouting in pavement cracks). I doubt it'll become an
aggressive invader of natural habitats like Elaeagnus, which is big
problem here (but also a good butterfly nectar source).
There are five native species of Buddleja in the southwestern US, by the
way, though I don't know how worthy of cultivation they are.
Note that Buddleja has a 'j' in it, though you often see it incorrectly
spelled with an 'i' in plant nursery catalogs.
