With a savanna, one must avoid attends to over- (or under) include specific types of vegetation, such as including an excess number of trees over what is seen, etc. What I would do is to randomly generate a set of blocks whose area is such that one could survey them completely, and then randomly assign these to a map of the habitat to be surveyed.
