Prof. John Pleasants at Iowa State University has said the elimination
of milkweed within midwestern crop fields was essentially complete by 
2006. 

Thus the main source of midwestern summer monarch breeding habitat 
destruction was largely halted by 2006.  Thus it’s not surprising the sizes 
of the Mexican overwintering colonies have been relatively stable from 
2007 onwards.
