I do believe that concern about Bouin's Solution is not as great as the
previous messages suggest.  I have personally carted both Bouin's solution
and picric acid (under water) all over the world, in airplanes, in jeeps
over non-roads, etc., without any difficulty whatsoever.  Picric Acid is
only explosive if in a highly dehydrated state.  Crystals of pure Picric
Acid are not explosive if kept hydrated; this is easily accomplished by
placing them in water.  Crystals of Bouin's Solution within the moist
tissues of a fish would be in a hydrated condition and would be chemically
different from pure anhydrous Picric Acid.

Bouin's Solution is used for scientific research, not just as a fixative.
There are some research uses of Bouin's for which there is no substitute.
As with any research chemical, one needs to be trained in handling and
transporting the material.  One needs to maintain control over the
chemicals.  Disposal is the most difficult aspect in that one cannot simply
throw Picric Acid away.  Then one should call in experts in hazardous waste
disposal.  Research responsibility is important.  If one can substitute a
less toxic or less dangerous substance in any research situation, that
should certainly be done. But there is no need for panic.
