It depends entirely on WHAT substance it is.  Are you talking about
alcohol, tobacco, or barbituates?  All of these substances are
controlled drugs.  As with any other use of a controlled substance, you
will have to apply to the regulatory body which controlls it for a
permit.  But it will depend entire on which drug.
