If it's any help, I have had pretty good luck stabilizing small objects on
shelves with dental wax (the colourless kind they use to protect the inside
of one's mouth from orthodontia), such as "Utility Wax Strips" from Hygenic
Corporation, Akron, Ohio, catalogue # H00818. You should be able to get some
from your local dental supply house. It's not terribly expensive (I recently
paid about $15 Canadian for a pound, which is more than a lifetime supply).
It only takes a tiny bit, maybe the size of the head of a pin used at a
couple of contact points. It won't actually stick things down like a glue,
but it will provide a small measure of stability against movement from
vibration. I have had no problems with residue or staining. Good luck.
