It might be helpful to search the Museum-L archives for related ideas. <http://home.ease.lsoft.com/archives/museum-l.html> One does not have to be a subscriber to use the archives. 

Unfortunately, all museum types seem to face these issues and I remember history museums bemoaning similar fates a few years ago with drastic cuts to federal funding programs. AAM (American Association of Museums) may have tools and position statements to share, as well. <http://www.aam-us.org>
