[NHCOLL-L:2287] how do I register my institution for CITES/COSE?

I direct a large herbarium of fungi and plant pathogens at Cornell 
and we would like to register with CITES.  I'm having trouble finding 
out where and how to apply.  Can someone please point me to the right 
person or website?
