This has not been the case for us at CMN, except for cabinets on compactor.
In this case, we use metal bars that run along the top of the cabinets
(vertical) and are anchored to the compactor base (or floor in your case) by
vertical bars. Making all of this hardware removable provides relatively
easy access to the cabinets if you need to move them, and avoid drilling
through the cabinets.
Let me know if you want pictures of our setup.

Subject: [NHCOLL-L:2793] bolting down museum cases

Hi all: Architects are telling us that our museum cases, stacked two high
(VACs and wooden 2x4x4 ft), need to be bolted to the floor as per building
code. Just wondering if anyone has been required to bolt cases to the
floor? And if not, did you have to deal with building codes? This is in
new construction.
