Spring Flooding Alert!  The National Weather Service (NWS) predicts that 
the high risk of  significant flooding in the Midwest will  continue through 
late April, due to above-average winter snow depths and  moisture content in 
the soil. States with the greatest risk of flooding are  Iowa, Illinois, 
Missouri, and North & South Dakota.  Weather forecasters at the NWS _Storm  
Prediction Center_ (http://www.spc.noaa.gov/)  also expect an active tornado 
season this  year as cooler temperatures clash with warmer air pushed into the 
central  U.S. by El Niño. Resources for  your members are available at

Haiti Recovery News. The President of the U.S.  Committee of the Blue 
Shield has prepared a comprehensive report on a March  6-8 mission to 
Port-au-Prince. The visiting team, led by the  Smithsonian Institution, met with 
Haitian and U.S.  officials to discuss establishing a joint cultural heritage 
recovery center.  The visit also provided a good snapshot of conditions on the
