Since  the President’s FY 2012 budget was announced Monday,  Heritage 
Preservation staff have participated in briefings  and reviewed documents to 
ascertain its potential impact on  preservation and conservation.   We are also  
following current activity in the Congress regarding funding  for FY 2011, 
which is very complicated this year.  We  will provide more information on 
FY 2011 when things are  clearer.  Here is a summary of key recommendations 
in  the President’s FY 2012 budget regarding preservation and  conservation:

Save America’s  Treasures:  The President’s budget proposes  elimination 
of this program for the second year in a  row.  Funding for FY 2010 was 
$30,000,000, though only  half that amount was available for competitive  grants. 
  Elimination of the program was justified  by saying that the program only 
contributes to “community  and State-level historic preservation” and that 
funding  needs to be “focused on nationwide historic preservation  goals.” 
  This seems to reveal a misunderstanding  of the program, which requires 
that successful projects  demonstrate national significance. 

Institute  of Museum and Library Services:   The agency’s  budget is being 
reduced by 8.8%, covering support for both  libraries and museums.   The 
Conservation  Assessment Program (CAP), managed by Heritage Preservation  on 
behalf of IMLS, has been moved from having its own  separate line item to 
residing within National Leadership  Grants.   The Museum Assessment Program 
(MAP) has  also been moved.  The budget for the other IMLS program  of most 
direct relevance to collections care issues,  Conservation Project Support, has 
been reduced by $305,000  (10%).  The total cut for all museum programs at 
IMLS  is $2,894,000. (Our earlier note about a $16,000,000  reduction 
included Congressional earmarks, which are not in  the regular grant-making

National  Endowment for the Humanities:   The NEH budget is  being reduced 
by $21,245,000.  The President’s Budget  suggests that the NEH and NEA might 
coordinate  administrative functions to partially offset the cuts, but  for 
now the cuts are all to be taken from grant  programs.  The NEH is able to 
offset this reduction in  large part by eliminating the “We the People” 
grant line,  which was $14,500,000 in FY 2010.  However, since  successful 
applications related to American history and  culture that came to the NEH’s 
programs were often funded  through “We the People,” this still creates 
pressure on the  agency’s grant-making.  The Division of Preservation  and Access 
is proposed to have its budget reduced by  $1,516,000, for a proposed budget 
of $15,600,000.  More  information is available at

National  Historic Publications and Records Commission:  The  budget for 
this grant-making  program, which is part of  the National Archives, is 
proposed to be reduced by 50%, to  $5,000,000.

Review of the President’s budget is  complicated by the fact that the 
budget for this year (FY  2011) is still not settled.  The continuing resolution  
that funds most of the government ends March 4.  Bills  being considered in 
the House at present show significant  reductions to the NEH and NEA, and 
amendments are being  offered that would eliminate the NEH, the NEA and the  
IMLS.  As indicated earlier, we will provide more  information as it is 
available. 

Heritage  Preservation encourages its members to reach out to their  
Representatives and Senators to let them know of the value  of these programs in 
their districts.  Information on  important collections saved, and on jobs 
created, by funding  from these programs is especially helpful.
