I just spoke with Kimberly Kirkham at our local office and she said that this would be possible. It would need to be something applied for at each export event using form VS 16.4 online. They would then print this off on security paper and sign it and send to the exporter for a fee of $42 (she was not exactly sure of the fee). I explored with her the possibility of a blanket letter for such materials for certain countries and she asked me to send her more information in order for her to make a clear evaluation and forward any such request to her superiors.
She specifically wanted to know what sort of materials these are and which countries have been requesting such paperwork. I have only come across two - China and Brazil. Has anyone else had such paperwork requested from other countries? If so, please let me know so that I can forward on a detailed description to her.
Ellen - do you have contacts in higher offices that we could maybe approach with this information?

Is there some reason you can't get a USDA certificate? I don't know if they would certify as to herps and reptiles or fishes, though. But you could ask:

We had similar issues with China a little while back. It appears they are requesting a veterinary clearance from someone like USFWS. They want them to declare that the package does not contain pathogens etc. I have contacted USFWS and they have indicated that they are unable to provide such paperwork. I would like to pursue this further sometime soon but as it stands we are unable to provide what they require. There are other countries that have requested similar.
Eventually we sent the package to Hong Kong and our recipient was able to collect from a friend there without any problems. Maybe try the same?

HI NH-COLL,
I am having problems with tissues of snakes we sent via Fed Ex to Kunming,
China. The box is currently being held at Fed Ex in Kunming. We sent these
with a cleared edec and our loan paperwork. These are tissues in solution
and are not live animals in any way. This note came from the person we sent the preserved tissues
to:
The customer service of FedEx told me that the clearance still did not
passed although I have provided local animal inspection & quarantine
certificate because animal inspection & quarantine certificate from
consignor is necessary. So I have to bother you again for it. It would be
nice if you can provide it, otherwise this package will be send back to you
by FedEx. Thanks.
Can anyone help me with this? We did send a form to them that said we do not
require animal inspection of preserved tissues, but they are still not
accepting this.
Any ideas on what would help??
