[NHCOLL-L:5969] Optimistic outlook regarding vet inspection issues / imports to the European Community

Hi all,
just to add some optimistic news on import issues on a Friday 13th:
We received promissing news from the Health / Cosumer Protection
Directorate (SANCO) of the European Commission. Even though the decision
to ease import restrictions on preserved (animal) samples is delayed,
SANCO seems confident to add respective wording in the proposed
amendments to be accepted by the European Comission in July 2012
(drafted text below).
All ___treated_ samples as specified under Annex XIII, Chapter VI, point
C(1)(e) will then be excluded from inspection, licensing requirements &
fees. Note that this would also apply for _treated_ feathers, hairs, fur
& bones, if the shipping documents _confirms & details treatment_ of
respective samples__, showing that the materials are _inert_ and no
potential vectors for pathogens. This recent change in the wording by
SANCO covers more under this exemption than we would have dreamt to ask
for, as basically allows coverage of _treated inert_ bones or feathers
in this amendment (requirements for safe treatment of feather are at the
moment treatment 120°C hot steam for at least 20 min)!
Important:
Identification of consignments requires & exemption is strictly limited
only to "*preserved scientific samples *[clearly specify nature of
samples spiders/molluscs/ fish etc.] *intended for biodiversity
research*". This explicit wording must show up in the description of
goods field on air waybills and/or in the shipping docs if issued.
Fresh samples of especially birds & cervids (including blood samples on
FTA cards) will further have to pass veterinary inspection and should be
sent under UN 3333 accompanied by respective health certificates. We'll
try to add lysed blood samples fixed on FTA cards in a second step.

The proposal for new line (e) in Point C(1) of Chapter VI to Annex XIII
of Regulation (EC) No 142/2011:
"(10) Annex XIII, is amended as follows:
(a) Chapter VI, point C(1)(d) is replaced by the
following:
"(d) are animals of the biological class Insecta or Arachnida which
have been subject to a treatment, such as drying, to prevent any
transmission of diseases communicable to humans or animals; or
(e) had been preserved in media, such as alcohol or
formaldehyde, which allow display of the items, had been embedded
completely on micro-slides, are objects in natural history collections
or processed DNA samples and are intended for repositories for the
promotion of biodiversity research."
is still in draft text. Unfortunately, I had particular internal
problems with draft. I may indicate that we reached some progress and I
will propose draft to Member States expert for final discussion on June
working group. After Working group we will ask Member States for vote on
July SCOFCAH meeting.
