[NHCOLL-L:5862] Update EC import legislation & regulations

Dear all,

in 2011  various workshops held in Germany addressed current 
legislation, recent updates and forthcoming legal issues regarding the 
import/export of scientific materials especially to the European 
Community. Results and practical guidance have been published  in 
English recently.

Sadly Springer does not offer free access for this publication yet (PDF 
charges are 34.95 €) , but will allow free access in general for top 
ranking downloads automatically. Our hope is that the article will raise 
enough interest so that it will be available for open access soon.

The following fields of law and other regulations are discussed in the ms:

Access Benefit Sharing (ABS): legislation, comments on planned 
implementation, potential issues focussing on preserved tissues and DNA 
samples
CITES: shipping materials under CITES certificates and/or CITES labels, 
translation of CITES regulations into European law
European animal protection legislation: what are the legal documentation 
requirements for imports/exports of species protected under European 
legislation (with examples of different implementation of same laws in 
selected EC memeber states).
Phytosanition certificates: legislation & requirements
Veterinary law: legislation & requirements
Documentation of consignments: Shipping docs, electronic declarations, 
practical considerations


* EC Veterinary legislation*

We are confident that forthcoming amendments in the EC veterinary 
legislation will ease imports of preserved scientific materials. We have 
been successful in placing respective wording in the drafted version 
hopefully implemented in March. Import Licences as requested by single 
EC member states and Switzerland  would then no longer be needed and 
preserved materials _if adequately documented_ would be excluded from 
veterinary inspections.
