Heritage Emergency National Task Force Update - March 2012
MayDay 2012
MayDay 2012 is fast approaching. Organizations across the globe will be
setting aside May 1, 2012, to do at least one thing to prepare for disasters
and protect the art, artifacts, records, and historic sites held in their
trust. As a participating organization, Heritage Preservation will be
sponsoring a number of activities including a book sale, weekly tips during the
month of May, and a prize drawing of _Gaylord Brothers’_

Tornado Outreach
In the past three months, more than 100 tornadoes have touched down
throughout the United States. On behalf of the Task Force, we continue to monitor
the situation and when appropriate reach out to those affected. To date,
we’ve received only minor reports of damage sustained by cultural
organizations.
In early March of this year, relationships were rekindled or forged with
cultural contacts in historically tornado-active regions. These
representatives were reminded of the assistance available to them through the Task
Force and encouraged to reach out to Heritage Preservation and Task Force
members in the event of a major disaster. Immediately following the outbreak
of tornadoes in the Midwest, a press release with information on saving
damaged family treasures was distributed to media outlets in affected cities.
Tornado season has already started, and hurricane season will start all
too soon. If you have any details regarding damage to cultural properties

NDRF Stakeholder Events
>From November 2011 through March 2012, FEMA hosted stakeholder events in
all ten FEMA regions to describe the National Disaster Recovery Framework
(NDRF) and explain how its principles and concepts could be used in
communities. Representatives from organizations affiliated with Heritage
Preservation, the Task Force, and the local cultural community attended nearly all of
these events, ensuring continued representation in ongoing discussions.
The NDRF was released in September 2011. This framework provides guidance
for leadership and coordination among different levels of government and
different agencies following a major disaster. Key to successful long-term
disaster recovery is involvement by the Whole Community, which includes
nonprofits and the private sector, along with local, state, tribal, and federal
governments. For the first time in a federal framework, Natural and
Cultural Resources have an identified role in one of six Recovery Support
Function (RSF) Annexes to the NDRF.
Reporting System
A working group of the Task Force was convened in December 2011 and
February 2012 to explore ways to gather, compile, and furnish information to all
stakeholders following a major disaster. The focus of the conversation was
on effective communication among cultural and historic heritage
institutions as well as between the cultural community and the emergency management
community. Members from the New York State Library and Archives illuminated
the conversation based upon their experience responding to constituents
after Hurricane Irene and Tropical Storm Lee. Although their response was
successful, the team expressed a need for additional response resources to
assist cultural heritage organizations. Members of the Vermont Cultural
Heritage and Art Recovery Team, an outgrowth of the 2009 Vermont Alliance for
Response Forum, also shared their experience assisting the cultural
community following Irene.
The group discussed the creation of a web-based tool that would assist all
stakeholders – local cultural institutions and local, state, and federal
emergency managers – in addition to the creation of disaster tip sheets to
assist organizations with response and recovery activities. Heritage
Preservation will continue to explore development of these tools.
AFR Renewal
Three new _Alliance for Response_

(AFR) forums will be held over the next two years, thanks to generous
support by the National Endowment for the Humanities. Forums are proposed for
Miami, Minneapolis–St. Paul, and Chicago. If you’re in one of these
