.... just to add:

A189 _does not_ include any marking requirements, consignments _need not 
to be marked_ as required for parcels containing ethanol specimens.
However, *your shipping docs should detail the concentration* including 
the phrase *"A189, not restricted" **
*
The wording "not restricted" proofs that:

1) you know the regulation
2) you did check the content offered for transportation and
3) the material complies with the IATA regulations
