Yes, Iran is considered an “embargoed” country and getting a visa to US is almost impossible. However, I was recently told that if there is a documented agriculture aspect exceptions may be made; however, I am not sure how all this applies to postal system. We have recently received specimens (mites) from Iran, but we have not tried to mail anything to them. The best way may be through a third party who can communicate and exchange mail with Iran. You might ask your contact there for advice.
I know that some US government agencies have told staff they are not allowed to even email with Iranian colleagues. At Smithsonian we have not been told this so I have had contact.

I am preparing a parcel to return slide-mounted mites to a researcher in Iran. Unfortunately, it seems that Iran is on the list of countries that we cannot mail parcels to (Cuba, North Korea, Iran and Sudan).
Has anyone found a workaround in the postal system?
