Dear colleagues on the SPNHC and RCAAM listserv,
I checked in with my contacts at DOI and thought I would pass along some information.  Like many museums, the DOI wants to better understand their collections -- mostly basic information on what they are and where they are for their own accountability purposes.  But it should be noted first and foremost that this is not a proposed regulation.  Rather, it is DOI asking permission from the federal Office of Management and Budget (OMB)—required by the federal Paperwork Reduction Act—to ask museums for information about the federally owned collections they house.  (So for example, without this clearance, the Department of the Interior would not be able to ask more than nine museums a year for the catalog records about their own collections.)  They are hoping for cooperation from museums for the benefit of the collections that are owned by the feds in stewardship for the American public. They are also hoping to build better partnerships with museums through knowing more about the DOI collections those museums curate. However, if the museums are unable to provide the information or only gross estimates, then as I understand it, there will not be consequences - DOI will have tried and that will be that.  My intention is to gather some additional information and post it in the March edition of Aviso, but I hope that is helpful information for now. I agree with Jane... Someone this morning finally mentioned a process that hopefully will help us all to better understand what might be in our near future as it pertains to collecting held in museums...
I forgot who mentioned it (there has been numerous postings on this topic) but when this issues comes up in Europe folks gather the questions and then send them on to the agency in question as one big document for clarification...

Hope this helps... It sure raised blood pressure for many peoples postings!!!!
