While not specific to fossils, thus not ideal, the UNESCO Database of National Cultural Heritage Laws (hefty link below)
can be useful for finding laws from a particular country. I bookmark it as a starting point for searches. As an example it does NOT include the 2009 US Paleo Resource Protection Act , so it is most useful for countries that include fossils as national patrimony laws rather than for laws specific to fossils. Hopefully you will find and let us know of a database for that when you find it.

does anybody know if there is some sort of comprehensive list (or whatever helps as a starting point) concerning different laws regarding the collecting and exporting fossils somewhere?
I guess not, as the different rules and regulations are vast, so any information are of help.
