So...if you are signing something on behalf of the university, then yes, 
absolutely you need to go to university counsel. My guess is that they 
will want to have someone higher up the food chain sign it. The POA is 
standard so the language itself isn't a problem. It's that they need to 
know what's going on and limit the authority of employees to obligate 
the university.  I'm sure brokers get POAs from corporations all the 
time that cover all employees so I don't think the mismatch between the 
name on the POA and the name on the permit will be an issue. However, 
they may want verification from the university prior to the import that 
you are still an employee.

By the way, this makes it all the more important that when you have 
someone sending something to you, you send them my patented import kit 
with all the paperwork and instructions. The brokers are going to have a 
hard enough time getting up-to-speed on the intricacies of these imports 
without having to deal with inadequate paperwork and other glitches 
caused by shippers outside the U.S. who have not graduated from the OC 
Import Academy.
