[Nhcoll-l] Herpetology - USFWS salamander regulations

So it looks like in the Q & A document associated with that news and bill
on the FWS website that you can still apply for a permit to conduct
research and might be given permission to transport specimens (and possibly
use them for educational purposes). But they do on that same Q & A doc
state that both live AND dead specimens and parts cannot be transported,
but eggs and gametes can, interestingly.

Have I got this right? Anybody know what's the chances of approval for
permits of researchers?
