Dear all,
(update on NHcoll-listserv as follow up of SPNHC shipping workshop last
week)
we received the following notification from German vets:
/because of the ongoing negotiations with the EU we will discontinue to
inspect preserved (dried, in ethanol preserved) insects unless a final
clarification is reached. The local customs authorities as well as
Deutsche Post will be informed accordingly./
This means, imports to Germany should be fine again.
However, after meetings with the responsible people at the DG SANTO / EU
Commission and after talking with responsible veterinarians at different
border inspection posts in Germany, /*following changes are indicated*/
to ease imports (should be understood as the /"*three magic
ingredients*//"/ vets wish to to have in place to grant exemptions):
1. /*Shipper / Receiver address*/:
* clear indication that both, shipper and receiver, are collection
holding institutions or museums
* because of recent severe incidents, avoid to mention
"universities" as shipper or receiver
o Example: use "/*Natural History Collection/Museum*/ at
University of xxxx" instead of "University of xxx,
Department of Biodiversity Research)
2. /*Description of Goods/Commodities:*/
* always provide /*clear declarations*/
* /*use */and always enter the /*appropriate HS-Code 9705.00 for
museum / collection objects*/ for all airwaybills and electronic
information that is entered into shipping systems (e.g. of FedEx
or UPS)
* clearly indicate in the description of goods that contained
material are *dead **_museum_**specimens*:
o Example
- “dead museum specimens (preserved marine
fishes/invertebrates/etc.)”
- “dead museum specimens (preserved dried
insects/spiders/terrestrial invertebrates/etc.)”
- “tissue samples of museum specimens (ethanol
preserved fin/muscular samples or dry insect legs/etc.)”
- “extracted DNA from a museum collection (e.g.
fish/frog/insect/etc.)”

/T//his package contains dead museum specimens (preserved
freshwater fish; for Latin species names refer to included loan
agreement) for scientific research, which were originally
preserved in formalin solution (max. strength: < 10%, UN2209)
for at least one week and then transferred into 75 % denatured
Ethanol (UN1170, PG II) for further preservation. Preserved
specimens packed are not subject to the initial selection list
of products for veterinary checks at border inspection posts
under Art. 3 Council Directive 2007/275/EC, Annex I, EX 9705 00
00. Preservation of specimens agrees with requirements for Safe
Treatment laid down in Point (8) (a) (e) (ii) in the ANNEX to
the Commission Regulation (EU) No 294/2013, amending Commission
Regulation (EU) No 142/2011, ANNEX XIII, CHAPTER VI./
Further, the European Commission currently revises and refines
respective EU-regulations dealing with zoological objects. This may
result that we might have to refine our procedures for shipping of
specimens later this year - at least for shipments destined to
collections in Europe.
From what we can see so far, it is definitely wise to have clear
declarations and contact information (shipper and receiver) in place.
Additional markings with labels which summarise all relevant information
are highly recommended (template attached - delete "X" and A180 text in
case no A180 material is contained).
Will post an update as soon as new information on proposed amendments of
EU laws are available.
