If your shipment gets held up for reasons related to the APHIS 
requirements (as opposed to USFWS or CBP, here's who you contact and 
here's what you do:

(Note - ornithologists can also contact the Ornithological Council for 
assistance).

If you do have a USFWS problem, don't bother calling the number on that
