The impetus behind this, and as the parent of a teenager I feel the concern, is that at present kids can go on line - to the regular Web or the Dark Web - and order pretty much anything from China as long as it's small and light (vape devices, fentanyl etc.) Shipping is very cheap - a couple of dollars - and packages arrive quickly and with almost no chance of customs inspection. This undoubtedly needs fixing, though throwing out the whole UPU agreement might not be necessary to do that.
