Have you tried acetone?  It might help.  Each type of ink is affected by different solvents.

One trick is to create a poultice.  Dampen a small piece of cotton with your solvent (for example ethanol since that is working). Place the cotton over the number and cover it with tin foil or plastic wrap – something to keep it from evaporating.  Leave it.  The time depends on how long it takes for the ink to solubilize.  If the solvent is working, the cotton will absorb the ink.  You may not be able to get all of the ink out.  Bone is porous and the ink will likely have stained.  Therefore, we usually recommend putting a barrier layer (eg. B-72) down prior to marking any object.

I've found that a strong ethanol solution (70-100%) strips permanent marker from many surfaces.
